Public Sector Organisation Builds Trusted Data and Stronger ERP Assurance
BCT connected data preparation, Oracle EBS testing and technical training with inventory modernisation and proposals for integrated analytics and fleet visibility.
Client
Challenge
Large volumes of physical and digital records were distributed across business units. Gaps in master-data collection, duplicate records and inconsistent information complicated preparation for Oracle EBS migration. Cross-module validation was needed to ensure that related records agreed.
Stand-alone applications and integration difficulties limited visibility across operations. Paper-based approvals and manual processes added effort, while period closure and management reporting remained challenging. Some business processes lacked clarity, and users had varying levels of familiarity with technology.
The legacy inventory application was difficult to enhance as requirements changed. The organisation also needed a secure approach to real-time fleet visibility and a better way to bring distributed information together for analysis.
These needs extended beyond an ERP upgrade. The programme had to address data, application quality, operational processes and user capability as related parts of the organisation’s digital readiness.

These needs extended beyond an ERP upgrade. The programme had to address data, application quality, operational processes and user capability as related parts of the organisation’s digital readiness.
Solution
BCT structured the engagement around six connected workstreams. The data-quality work covered gathering, entry, cleansing, enrichment, de-duplication and cross-validation across Finance, Supply Chain and HR. Checks across modules helped improve consistency before data was provided for Oracle EBS migration.
For Oracle EBS, BCT introduced independent functional and technical testing. Test planning and execution were followed by defect reporting, fixes by the implementation partner and re-testing. Defect logs, weekly status updates and final QA reporting supported coordination between the customer, implementation partner and BCT.
The inventory workstream addressed replacement of the legacy application with Oracle EBS Inventory. Its scope combined process design, data preparation, configuration, testing and training, with 15 reports, five forms personalisations, 10 alerts and four interfaces. It covered concerns including item categorisation, reconciliation, tracking and paper-based transactions.
For analytics, BCT proposed TIBCO Data Virtualization and Microsoft Power BI. The design would connect Oracle EBS, Microsoft SQL Server and gate-entry data through a virtual access layer, limiting unnecessary replication. The proposed scope included 20 reports and six dashboards.
A separate fleet-management proposal covered 1,000 vehicles using CueTrans, telematics and dedicated private connectivity. Its planned capabilities included vehicle tracking, driver identification, fuel monitoring and geofencing. Technical capability development complemented these workstreams through 11 courses spanning infrastructure, security, Oracle and BI, using assessment, instruction, hands-on learning and evaluation.

Impact
BCT provided cleaned and validated data for Oracle EBS, addressing master-data gaps, duplication and inconsistencies. The engagement also reported reduced manual effort across Finance, Procurement and Engineering through structured digital processes.
End-to-end testing was performed across Oracle Financials and Supply Chain. Health-check and performance-testing reports, supported by defect management and re-testing, gave stakeholders a documented basis for reviewing application quality.
The inventory work addressed legacy limitations and critical process automation, while structured training supported the customer’s IT personnel across infrastructure, security, Oracle and BI technologies. These activities connected application improvement with internal capability development.
The analytics and fleet proposals established defined approaches for integrated reporting and secure vehicle visibility. Their report, dashboard and vehicle counts represent planned scope rather than verified deployment outcomes.
Together, the work strengthened the organisation’s data and ERP foundations while setting out the next steps for broader operational visibility. The engagement linked delivered data preparation, testing and capability development with a structured roadmap for further modernisation.
