Indian State Scales Tourism Booking to 227 Sites
Rajasthan's tourism department moved from site-by-site cash and paper ticketing to one digital booking platform covering 227 tourism touchpoints.
Client
Challenge
The first problem was revenue visibility. Cash was collected site by site without central reconciliation. The department could not reliably match tickets issued against money banked, leaving leakage and fraud exposure difficult to control.
The second was demand visibility. Sales and footfall were not available in real time. Reports were assembled manually and arrived days late, so capacity, staffing and promotional decisions relied on stale information.
The third was the absence of a common platform. There was no shared booking engine, no APIs connecting sites, limited mobile access and no GPS tracking for wildlife safaris. Search visibility for the state's own tourism offering was also weak.
The fourth problem was inclusion. Moving entirely online could have stranded visitors who needed assisted service. The department needed to digitise the service without closing the offline door.

Solution
The state established the Online Booking Management System as a single booking platform across web, Android and iOS. BCT Consulting worked in an embedded advisory role within DoIT&C, guiding programme governance, strategy and vendor coordination.
The state also chose to extend the platform beyond its own geographical boundary. More than 130 Archaeological Survey of India sites nationwide, including the Taj Mahal and Qutub Minar, were onboarded. The result was a state tourism portal capable of selling tickets to monuments across India.
The platform connected to the Rajasthan Payment Platform for settlement and to UMANG, the Government of India's national citizen services app. It also incorporated QR e-ticketing, automated settlement, GPS-tracked safaris, real-time dashboards, centralised grievance handling and an AI chatbot with map- and voice-based discovery.
The department kept eMitra, Rajasthan's assisted-service kiosk network, operating alongside the digital channels. That made the model digital-first rather than digital-only.
The platform was built with microservices and hosted at a Tier-4 data centre. Role-based access control and forensic audit logging strengthened governance, while CI/CD, Grafana monitoring and JMeter load testing supported production readiness.

Impact
The platform grew from five manually run ticketing points to 227 digital touchpoints, with 217 sites live for booking. It processed more than 9 million bookings, collected more than ₹360 crore, approximately US$43 million, and served more than 30 million tourists.
The network now includes 130+ Archaeological Survey of India sites nationwide, 47 archaeology and museum sites, 21 forest department sites, 15 MICE venues, four RTDC sites and three development authority sites, with hotels and circuit houses in progress.
On a single peak-season day, the platform handled more than 100,000 bookings with zero disruption. Visitors from more than 70 countries have booked through the platform, which generated more than 37 million global impressions.
QR validation and automated settlement closed the reconciliation gap created by manual cash handling. Real-time dashboards replaced reporting that had lagged by days, giving the department a live view of demand for capacity, staffing and promotion.
Booking became cashless, contactless and paperless, while eMitra kiosks remained available. The platform also received a Silver SKOCH Award in 2025 for digital governance and citizen service delivery.
