Government Finance Platform Completes 70% of Microservices Modernisation in 10 Months
BCT Consulting introduced a progressive migration model that preserves legacy operations while establishing secure, independently deployable services for the modernised module.

Challenge
The existing module was built as part of a monolithic platform. Changes to one area were closely connected to the rest of the application, making independent development, testing and deployment difficult. This increased the effort required to maintain the system and introduced risk when new requirements or regulatory changes had to be addressed.
The organisation also needed stronger resilience and operational visibility. It required fault isolation, service redundancy, secure API access, centralised logging and auditing, and a clearer way to monitor errors and integration failures.
Existing users needed to continue accessing the platform while modern modules were introduced. Authentication, authorisation and role-based access had to work across legacy and modern components, while integrations with external systems needed to support scalable and reliable information exchange.
The modernisation therefore had to be progressive. A high-risk replacement of the complete platform was not appropriate; the organisation needed a controlled coexistence model that preserved business continuity while creating a foundation for subsequent modules.
The organisation also needed stronger resilience and operational visibility. It required fault isolation, service redundancy, secure API access, centralised logging and auditing, and a clearer way to monitor errors and integration failures.

Solution
BCT Consulting applied a progressive modernisation approach, allowing legacy and modern modules to operate together. A launch-and-bridge mechanism provided the transition path, while business capability boundaries guided the design of the new services rather than simply splitting the legacy code into technical fragments.
The modern module used an open-source microservices architecture with an API Gateway and Angular-based user interface. Centralised IAM and JWT-based security handled authentication, authorisation and token management while integrating with existing platform users. Dynamic menus and role- and action-level permissions were managed through configuration.

Centralised logging, auditing and error handling improved traceability across services. A CI/CD-ready deployment architecture supported repeatable releases, with Git and GitLab forming part of the development and DevOps environment.
The phased delivery allowed the team to modernise the target module while keeping existing operations active. The approach created reusable patterns for authentication, service communication, data access, messaging, observability and deployment that can support additional modules in later phases.
