Technology Services Organisation Improves Niche Hiring Through PMO Governance
BCT Consulting combined market intelligence, compensation benchmarking and pipeline oversight to fill specialised roles within budget and improve hiring turnaround.
Client
Challenge
The available pool of niche-skilled candidates was limited, and competition from other employers increased the difficulty of attracting suitable talent. Market compensation expectations were often higher than the client’s approved budgets, narrowing the options available to recruiters.
Compensation mismatches contributed to candidate dropouts, while requirements remained open and pressure grew to meet hiring timelines and service-level commitments. The team needed to identify candidates who matched the technical requirements without exceeding the agreed cost.
To address these constraints, recruitment decisions needed a clearer view of skill availability, compensation and pipeline progress. The team also needed to identify ageing requirements and bring unrealistic combinations of skills and budget to stakeholders’ attention early.

Solution
BCT Consulting applied structured PMO governance across the recruitment process, from requirement analysis and market intelligence through talent mapping, candidate selection and onboarding. The approach connected sourcing decisions with budget constraints and ongoing pipeline review.
The team analysed each requirement to identify critical and niche skills, then assessed market availability and compensation expectations. Comparing this information with the approved budget helped guide the sourcing strategy, including identifying locations where suitable talent was available at a lower cost.
Candidate compensation, expected pay and requested percentage increases were tracked to assess the fit between skills and cost. Recruiters and vendors used this information to prioritise suitable candidates, while the team monitored conversion through the pipeline and how long requirements remained open.
When the required skills and available budget did not align, BCT escalated the mismatch with supporting data. Close coordination between recruiters, vendors and client stakeholders helped refine sourcing and address bottlenecks before requirements aged further.
Microsoft Excel supported hiring trackers, analysis and reporting, while SAP Fieldglass supported requirement and candidate management. Microsoft Teams and Outlook enabled stakeholder communication and interview coordination. Together, these tools supported a consistent view of recruitment activity and follow-up.

Impact
The engagement successfully closed niche-skill positions within the client’s tight budgets. Market intelligence and compensation benchmarking improved cost efficiency while helping the team balance candidate suitability with affordability.
Proactive pipeline monitoring and PMO governance reduced requirement ageing and hiring turnaround time. The engagement also reported improved candidate quality and selection conversion, alongside better stakeholder visibility into hiring decisions and progress.
The customer appreciated the team’s proactive approach, coordination and ability to deliver niche talent within agreed budgets and timelines. The engagement established a more structured recruitment process in which market evidence, compensation analysis and regular oversight informed how requirements were sourced and fulfilled.
