BCT Brings Local AWS Capability and Managed Cloud Services to Brunei
AWS Outposts, multi-tenant governance and consolidated billing gave organisations a local foundation for phased cloud adoption.
Client
Challenge
The market needed a practical route to cloud adoption that could accommodate these local dependencies. Overseas processing increased reliance on international network links, while traditional infrastructure required upfront investment and lengthy procurement and capacity-expansion cycles.
Operational readiness was another constraint. Organisations needed cloud architecture, migration, security and ongoing support, but the local pool of experienced cloud and FinOps professionals was limited. Infrastructure availability alone would not resolve the skills and operating-model gaps.
The commercial offering also had to work across multiple customers. Each organisation needed separate access controls, operational visibility and cost reporting, while shared infrastructure had to be managed and charged consistently. The requirement therefore combined local cloud infrastructure with governance, managed operations and a transparent billing model.

Each organisation needed separate access controls, operational visibility and cost reporting, while shared infrastructure had to be managed and charged consistently. The requirement therefore combined local cloud infrastructure with governance, managed operations and a transparent billing model.
Solution
BCT partnered with AWS to design and deliver an AWS Outposts platform in a local Brunei data centre over a 12-month engagement. AWS supplied the infrastructure and selected cloud services, while BCT provided architecture, migration, security and managed services. The platform connected customer environments with the parent AWS Region in Singapore, enabling local workload processing within a hybrid operating model.
The architecture incorporated network segmentation, identity controls, encryption, monitoring and integration with existing applications, databases and security platforms. Phased migration, backup, disaster recovery and capacity-management processes supported adoption. BCT also designed satellite connectivity as an independent backup path for the Outposts service link, addressing dependence on terrestrial and submarine-cable infrastructure.
BCT implemented a multi-tenant Cloud Management Platform to coordinate customer accounts while maintaining logical isolation and role-based access. It combined automated provisioning, an approved-service catalogue, monitoring, operational dashboards and service-desk integration. Customers could view capacity, performance, service levels and costs within a centrally governed environment.
The service model included cloud assessment and migration, 24×7 monitoring and incident management, operating-system patching, backup, application and database support, and cost optimisation. Training and knowledge transfer complemented access to certified cloud professionals. Connectivity to the parent Region remained an operating consideration, with application behaviour during temporary disconnection identified as an area for assessment and testing.
BCT also established consolidated billing and developed an Outposts cost calculator. The billing framework brought together regional services, local infrastructure, licences, connectivity and managed services. The calculator supported sizing and commercial estimates across compute, storage, utilisation, backup, shared capacity and monthly or multi-year total cost of ownership.

Impact
The engagement established in-country AWS capability for workloads requiring local processing and data control. It created a phased route for organisations to adopt cloud services while retaining connections to existing local systems.
The reported benefits included lower latency for applications interacting with Brunei-based users and systems, alongside standardised, on-demand provisioning that reduced dependence on traditional procurement cycles. Local processing reduced reliance on overseas execution for suitable workloads; the satellite backup design addressed a separate need for service-link resilience.
The multi-tenant platform provided unified governance and operational visibility across customer accounts. Packaged managed services gave organisations access to expertise and ongoing support without requiring every cloud capability to be developed internally before adoption.
Customer-level metering, shared-cost allocation and consolidated billing improved visibility into the commercial model. The cost calculator added a consistent basis for quotations, forecasting and capacity planning. The result was a local cloud offering that connected infrastructure, operations and pricing, giving organisations a more structured path from legacy environments to managed cloud services.
